THE ROLE
The Building Services Team is part of the Facilities department and is responsible for operation and maintenance (including both reactive and preventative maintenance). The team also interacts with the separate Projects department who manage capital projects.
The Permit Officer will exercise effective control over the many Contractors who work in the Building - a Grade 1 Listed historic Building – which needs to function as an effective entertainment venue. This will be an important role assisting the Building Services Manager, and his Deputy, ensuring that Contractor access is properly checked, documented and controlled, minimising the risks associated with complex work.
The aim of the Facilities department is to ensure that the end user/show needs are met in a timely and cost effective manner, procedures and budgets and in compliance with current best practice, standards and legislation.
KEY RESPONSIBILITIES
1. Act as the Competent Person for controlling the Permit to Work system, assessing the potential risks of each proposed work activity that requires a permit and ensuring that the Contractor has taken all possible measures to minimise risk and control any residual risk. This will require fully recording and documenting the process, signing off satisfactory completion and ensuring that all information necessary is shared with those who need to know. This will involve:
Receiving and reviewing requests for access from Contractors;
Liaising with external contractors, internal departments and staff to ensure that the nature of the work the Contractors will carry out is fully specified, understood and agreed by all relevant parties;
Contact contractors and ensure documentation is supplied in advance of the specified activities including the annual Maintenance Weeks (April / September) in order to carry out works.
Ensuring that appropriate supporting information is obtained from the Contractors which will include (but may not be limited to) sufficiently thorough and fit for purpose :-
a. Health & Safety Policy
b. Risk Assessment
c. Method Statement
d. Competency Records
e. Liability Insurance
f. Issuing the relevant permit once the above steps have been satisfactorily achieved.
g. Continually reviewing the Permit to Work processes, procedures and systems, ensuring that efficient, user friendly, customer focussed solutions are consistently delivered.
h. Carrying out inspections or audits of works on site as required.
2. Establish strong working relationships with regular contractors.
3. Working with key stakeholders to plan these works around other activities taking place.
4. Responsibility for the smooth operation and effectiveness of the Permit to Work system.
5. Be vigilant and firm in minimising risks applying diplomacy, logic and other activities occurring in the Hall.
6. At all times, manage in accordance with current best practice relating to the control of Health & Safety, where building works of all types are carried out.
7. Develop an in depth understanding of all aspects of the engineering plant and the fabric of the building, use and understand O&M Manuals and other relevant documentation and reference sources, in order to exercise informed judgement.
8. Maintain a high level of effective communication, interacting across all levels of the organization and developing effective working relationships with senior management in the various departments. Liaise effectively and frequently with other internal service partners (e.g. Security contractors, Show, HR, Projects etc) and other parts of the Facilities department, developing good working relationships in order to ensure effective partnering with regard to the delivery of services and with the implementation of standards and practices.
9. Provide support to the Building Services Manager and Deputy to move tasks forward, as well as aid and assist the BST Team with technical matters and solutions.
10. Undertake any other reasonable duties that the role may require. In particular, as part of a the Building Services Team, the Compliance Officer must be flexible and must be prepared to support the activities of other members of the team and to provide technical assistance/advice/support to other departments as necessary.
11. Generally promote the Facilities department’s reputation for excellence in customer service - especially with key internal stakeholders.
12. Undertake any relevant training to maintain skills and knowledge as required by business needs.
13. Co-operate with and facilitate other departments’ activities as appropriate.
PERSON SPECIFICATION
Experience in a Building Fabric maintenance role.
IOSH Managing Safely / NEBOSH OHS Certificate or equivalent safety qualifications.
Extensive experience of Contractor Control and of Contractor Safety issues.
Experience of working in an entertainment venue (desirable).
Experience of working in a Grade 1 Listed building (desirable).
Technical ability to monitor the work of in house technical staff and outsourced technical services contractors, including determining that the correct level of competence is being utilised, that the appropriate technical solutions and safety requirements are followed and verifying the satisfactory completion of their works.
Service oriented, with a demonstrated skill set in managing diverse business styles and interaction at all levels of the organisation.
Excellent communication skills. Must be able to express complex technical issues in plain language both orally and in writing.
Must be approachable and able to compromise and negotiate, whilst remaining diligent and firm in controlling Contractor activity.
Able to simultaneously manage numerous activities of various complexities.
Strong IT skills are required, especially MS Office and Building Services systems.
Experience in Contractor Management Systems (desirable).
Self-motivated, organized, and capable of operating in a diverse environment.
